I had this exact same problem just before Incarna was released. As mentioned by Barakkus delete your cache folder and that should fix the problem. At least thats what fixed it for me.

I run 2 small Pithi C-Type boosters and I can tell you I chose this because at the time 2 smalls cost 1/2 the cost of a medium C-type while providing nearly equal boost rates so alot of time with faction/deadspace stuff I would say is cost.

Yes they still exist but the chances of you seeing one is tiny. Maybe 1 out of 100 missions. I've only had one that I can remember but it was on Duo of Death so ha on them for wasting their time.
